Tainted water flows from taps of rural Valley homes

In California, the richest state in our country, why is it that water in some rural areas is unfit to drink?  And why has there been so little done to secure this basic right?  When FTHF conducted a funder's tour to several rural areas in the Central Valley a comment was:  "This looks like a developing country.  How can this be happening in California?"
